In the installation folder, there should be another folder called Translation Video. That video explains how to obtain an API Key from Google since the software is using Google API data.
You can find the file in the following folder: C:\Program Files (x86)\English To Hindi and Hindi To English Converter Software\Translate Video
I have downloaded your English to Hindi & Hindi to English software & dictionary but it is not getting respond to open.

Indeed, the software has issues. I've installed the application on my PC with Windows 10 X64 and when it's launched it gives a weird error. Unfortunately, There is nothing that can be done just to contact the developer to provide information about this issue.
Since there are no system requirements posted on the website, I conclude that the program might lack compatibility with newer operating systems.
I'm looking for an offline translator and I didn't find any reference about how this product is working. Can it work without an Internet connection?

Even if you need to install it on your computer, this software uses Google Translate as a resource. This means that you will need an Internet connection in order to use it. You can use Software Informer's website to find a similar application that suits you.
